Türkiye'de derin devletin kökeni Teşkilat-ı Mahsusa (Only the registered members can see the link)'ya dayanır. Gayrinizami Harp (Only the registered members can see the link) için kullanılır. Çağımızda Türkiye'de adı geçen ve devletin yasal ve anayasal kuruluşları ile bağdaştırılmaya çalışılan derin devlet olgusu (Only the registered members can see the link) ile Türkiye Cumhuriyeti devleti ilişkisi olmadığını ileri sürmektedir.

Genelkurmay (Only the registered members can see the link) Özel Kuvvetler Komutanlığı (Only the registered members can see the link), Milli İstihbarat Teşkilatı (Only the registered members can see the link) ve diğer bürokrasi içinde yerleşik ve kendilerini devletin sahibi olarak gören bir veya birden fazla grup ile bunların devlet dışındaki bağlantılarına verilen genel addır. Bu kişilerin yurt dışında istihbarat ve mafya oluşumlarıyla da bağlantıları olduğu düşünülmektedir. Silah ve uyuşturucu ticareti çeteleriyle de bu oluşumların yolları kesişmektedir. Daha çok Türkçü bir söylem kullanmaktadırlar. Oluşumun önemli bir amacı da devleti seçilmişlerden korumaktır. Laiklik ve cumhuriyet korunması gereken değerler olarak sunulmaktadır. Ancak bu tür olaylarda söz konusu çetelerin kişisel zenginleşme sağladıkları, bu yapılanmalar ile ekonomik ve siyasi nüfuz elde ettikleri de anlaşılmıştır.
Türkiye'de faili meçhul birçok olayın derin devlet tarafından gerçekleştirildiği iddia edilmiştir.
